Jinghui Niu, P.E. Principal
Jinghui Niu is a registered civil engineer in California with 30 years of experience in water/wastewater engineering, facility construction oversight, process and equipment startup and trouble shooting. In 1997, Mr. Niu founded N2W Engineering, Inc. (previously ES Engineering, Inc.) and served as CEO for the business for the past 23 years. He also served as program director for water and wastewater treatment system engineering and operations at over 100 sites throughout California. Mr. Niu has designed, managed and/or developed projects with treatment technologies that include ozone and UV advanced oxidation, aerobic and anaerobic biological treatment, and granular activated carbon filtration. With the integrated knowledge of civil engineering, hydrology and hydrogeology, environmental engineering, and mathematical modeling, Mr. Niu is capable of handling any scale of engineering design, environmental investigation and clean-up projects. Through the years of engineering practice and project management, Mr. Niu has established a reputation as a project manager who finishes projects on time and within budget. Outside of N2W, Mr. Niu enjoys traveling the world and the outdoors with his wife and two adult children.
James Wang, P.E. Principal
James Wang is a registered civil engineer in California with 24 years of experience in private, public, and industrial fields of water industry. As project manager, design manager, construction manager, and project engineer he has completed over 100 projects in water and wastewater treatment plant, recycling and desalination facility, bio-solid and biogas, pump station and pipeline, and SCADA system. Mr. Wang has been involved in developing advanced wastewater and water treatment projects, financing, designing, fabricating, installing, commissioning, and working with system suppliers, engineering firms, and contractors in municipal and industrial sectors specifically on alternative delivery. Mr. Wang’s areas of expertise include studies, planning, design, cost estimate, scheduling, and construction management. Mr. Wang is proficient in innovative and cost-effective design with operation and maintenance as top priority and experienced in electrical, process, instrumentation, mechanical, structural, and architectural design. Mr. Wang is adept at coordinating project plans with multiple consultants and contractors. Other responsibilities include field engineering, supervision, monitoring, and system startup. In his spare time, Mr. Wang enjoys international travels to experience local cultural and architectural sites. While on his travels, Mr. Wang also loves to taste local cuisines.


James Wang, P.E. Principal

Ching Wei, P.E. Principal
Ching Wei is a registered civil engineer in California. With over 20 years of experience serving as an engineer, consultant, managing director, chief operating officer and chief executive officer at professional services and management consulting organizations, Mr. Wei has demonstrated successes in both technical and management roles. Over his career, Mr. Wei has consulted with many of the Fortune 50 corporations in areas related to engineering design, construction management, economic risks, and labor productivity. As CEO, he managed operational, strategic growth and expansion initiatives. Mr. Wei successfully oversaw acquisitions and strategic investments from private equity investors. He also managed operational objectives to increase efficiency and overall firmwide productivity. Mr. Wei was born in Shanghai, China. At the age of seven, he moved to Salt Lake City, Utah where he developed a passion for the great outdoors. Mr. Wei is an avid skier in the winter and enjoys fishing, mountain biking and hiking in the summer months. “Chasing the winter” for 365 days is on the top of his bucket list. He lives in Irvine, California with his wife and two teenage daughters who are also ski racers.
